Description
The PR updates the merge github script to remove a mkdir command that recreates the server config directory. This is no longer needed since the server config is now built into the distribution process.
Related Issue(s)
We are seeing problems with the 5.1 SNAPSHOT containers on quay.io/docker.io running on older (slower) machines. A 5.1 snapshot docker image built locally is fine. This fix is aims are removing any possible differences between the two scenarios.
