Use a helplink as the default for the ProblemDetails.Type property.

  • Use the Exception.HelpLink for exceptions
  • Use the Http status code information link for http responses

Make them configurable through the options by a function, like IsExceptionResponse.

this is a breaking change so bump the version to 3.0
