Allow ICD-11 diagnoses that were previously disabled from being selected

Describe the bug
With ref. to https://docs.google.com/spreadsheets/d/1Q8KFHMvfWb4y_CDlIhe3mNoz3Iv3CqSeQw5SRl-alhg, chapter 24 and 26 needs to be updated to the new chapter names and be available for search (previously it was hidden from being searched and didn't have a chapter name).

To Reproduce
Steps to reproduce the behavior:

1. Search for ICD-11 diagnoses in Consultation Form (such as QF4Y Other specified factors influencing health status or contact with health services)

Expected behavior
Should be available for search and appropriate chapter name should be used for Principal Diagnosis.
