Description
Fixes DAN-714.
This will push to latest whenever a git tag is created with "latest" in the name. A nightly tag of the form "nightly-latest-YYYYMMDD" will also ensure a "latest" image is pushed nightly. This will also skip the behavior of just pushing to latest on any tag whatsoever, which is no longer desirable with our release strategy.
