Support passing enable-sync-labels flag

Describe the enhancement
As recently added a flag to enable the sync labels feature, the default is disabled. More details can be found in this PR. As discussed with @qiujian16, agreed to support the enable-sync-labels flag be passed as the clusteradm command argument.
