🐛 Remove the enableAddOnDeploymentConfig value

Summary

Remove the enableAddOnDeploymentConfig value to fix helm template error when enableAddOnDeploymentConfig is false, but hubDeployMode is AddOnTemplate. the addonDeploymentConfig should always be enabled.
