Istio version of server mesh addon is out-of-date #271

Describe the bug
Currently service mesh add-on example use Istio 1.13.2, it's too old and Istio community support N-3.
We should update the Istio version at least to 1.16.x

To Reproduce
Follow the service mesh add-on example to set up service mesh addon on OCM

Expected behavior
Istio version should be >=1.16.x

Environment ie: OCM version, Kubernetes version and provider:

No special requirements.
