Add issue triage helper #4210

This script/workflow is designed to aid the TC/GC in issue triage. Right now it is set to 'dry run' mode so we can validate that it functions properly; We will need a followup PR to change it to actually modify issues.

Right now it is set to 'dry run' mode so we can validate that it functions properly; We will need a followup PR to change it to actually modify issues.
