We're dropping 3.8 support and adding 3.12 support.
Since we're dropping support for python 3.8 do a major version bump.
Since we rely on node, we should have a `.nvmrc` and save the package-lock.json file that is use in a build.
The most correct thing to do here would be to move this into a requirmentes file, but at least unpining it will ease other updates and we can come back and improve it further later.
