OpenELIS Global 9.1

This version has some bugs fixes, a few new reports to help find treatment failure and other fixes and enhancements. This is also the LAST OE Global release before OE Global 2 (full re-write with a totally updated tech stack and replacing Java struts with spring. ETA November 2019!

OpenELIS 8.5

This is the production version for Haiti release.

This version can send and receive HL7 2.5.1 messages for interoperability with EMRs.
LOINC codes can be entered for tests (This is also used for interoperability)
Incoming orders (from external sources), are listed in the GUI along with the UUID for easy copy and paste into the order field.
LOINC code fields have been added to the "add new test" feature in the test catalog.
Result reporting configuration can now be accessed in the admin menu

Fix the search fields in the general context
Make all reports version configurable, choose which version (EG: Patient Report: Standard, Condensed, RETROCI, IPCI) from the admin menu. This is good for future (EG: English or French versions).
Liquibase: If it doesn’t exist, add the referral table to the DB
Report: add the referral flag to the RETRO-CI Patient Report
