[informant]: MillisecondDuration -> as_millis() (#11211)

* [informant]: `MillisecondDuration` -> `as_millis()`

This commit removes the trait `MillisecondDuration` and
replaces it with `Duration::as_millis` instead

* [grumble]: extract `elapsed()` to variable
