Update the dependencies listed in the commit. Redis updates turn out to be drop-in changes as our codebase is compatible with even the breaking changes introduced in eg connect-redis@4

As part of efforts to keep dependencies in GoGovSG current, update
the dependencies listed in the commit. Redis updates turn out
to be drop-in changes as our codebase is compatible with even the
