BYOH cluster install 시 stop & resume scenario 를 추가합니다.
BYOH 일 경우
. cluster 생성중 자동으로 STOPPED 상태로 짆입하고,
. 이를 resume 하는 것은 UI 혹은 API 로 가능합니다.
