Only missing part is how you can approve the issue. It might be confusing for some as it's not a PR. Maybe adda reference to a sample issue here.

Adds a new file
RELEASING.mdwhich outlines release instructions. This has updated instructions for the new release process added in 2.4.0.Issues Resolved
