1. Refactor InternalUsers REST API test …

   Split up UserApiTest into 3 diff tests:
    - InternalUsersRestApiIntegrationTest
    - InternalUsersRegExpPasswordRulesRestApiIntegrationTest
    - InternalUsersScoreBasedPasswordRulesRestApiIntegrationTest
   
    Fixes:
    - Added validation for the security roles for PATCH
    - Added validation for restricted character in username for PATCH
