Updating PMC Members

Remember to perform the following changes when adding or removing a member of the Project Management Committee:

1. Update the osbapi-pmc team.
2. Update the OSBAPI org members. If removing a PMC member, concert them to an Outside Collaborator.
3. Update the open-service-broker-api-pmc-members Google group
4. Update the PMC list on the openservicebroker.org website (both on the homepage by editing the PMC Team, and on the Governance page).
