CORS-3440: IngressController subnet selection at installation

Adds enhancements/installer/aws-lb-subnet-selection.md for specifying
IngressController's LoadBalancer-type Service subnets at installation
time.

This enhancement also deprecates the platform.aws.subnets field for a
more flexible and extensible API structure.
