CORS-3440: IngressController subnet selection at installation

Adds enhancements/installer/aws-lb-subnet-selection.md for specifying
IngressController's load balancer type service subnets at installation
time.

This enhancement also deprecates the platform.aws.subnets field for a
more flexible and expandable API structure.
