we are having some CI instability in bootstrap etcd, this is a test for etcd performance on the bootstrap node.

There's been some discussions about making the bootstrap node use the live ISO for bare metal environments which is inherently ephemeral; see also coreos/ignition#935 which would probably be pretty easy to implement.

Also, I think OpenShift needs first class support for "instance store" on cloud environments; we could switch the installer to use that by default for the bootstrap node in clouds, e.g. terraform has support for that already.
