osc login/project output tweaks

1. I think it would be more welcoming if that "Welcome to OpenShift" line came first.
2. "You don't have any project" should be projectS
3. If a user is logging in this way, they are probably not the cluster admin and probably can't run openshift ex new-project. Perhaps reword as something like:

An administrator can create a new project for you by running 'openshift ex new-project <projectname> --admin=htpasswd:joe'.
To add this user as an admin to an existing project, a project administrator can run 'openshift ex policy add-user admin htpasswd:joe -n <projectname>'.

Somewhat related; if you then add the user to a project, it won't be obvious to them what to do with osc project:

[joe@master ~]$ osc project
No specific project in use.
[joe@master ~]$ osc project -h
No specific project in use.
[joe@master ~]$ osc help project
Switch to another project and make it the default in your configuration.

Use "osc --help" for a list of all commands available in osc.
Use "osc options" for a list of global command-line options (applies to all commands).

Maybe "osc project" in this situation could retrieve a list of projects, or direct you to run "osc get projects" for a list? At least, the help could be more helpful about this. Could it at least give the syntax, even though it is just osc project <name>?
