Declare variable, becasue at the start it is essentially a constant and is not needed.

This is a refactor in preparation for various packument resolving features/fixes, specifically: #133, #64, #49 and #19.
This PR extracts packument resolving logic to an own module and cleans it up. From here it will be easier to implement the above mentioned issues.
This PR also exposed an open question, which is discussed in #148
