Fix bug in distclean which removes necessary files:

Running distclean removes the following files because of an error in Makefile.am

deleted: tests/zfs-tests/include/commands.cfg
deleted: tests/zfs-tests/include/libtest.shlib
deleted: tests/zfs-tests/include/math.shlib
deleted: tests/zfs-tests/include/properties.shlib
deleted: tests/zfs-tests/include/zpool_script.shlib

Fixes distclean so you don't need to recover the files from the git repo after cleaning.

Motivation and Context

Fixes the build.

@behlendorf could this be included in 0.7.6? this triggers a "fails to build (twice) from source" check in Debian, so it needs to be carried as patch otherwise for the remainder of 0.7..
