Add ability to retrieve a list of services that reference a config

I would like to add a confirmation dialog to the Ziti Admin Console when a user chooses to delete a config that is referenced by a service.

To do that I need to be able to get a list of all services that reference a specific config. Maybe something similar to other reference lookups like /configs/{config-id}/services
