Supporting Kapp-controller with operator controller involves:

Creating namespace scoped App CRs instead of BundleDeployment.
This needs to be done only if kapp APIs are present on cluster.

In terms of change with Rukpak - this issue will support only plain and helm bundles (which is natively supported by Kapp)

This will involve, any change using the fields in App to populate anything relevant in Extension API.
