Also removes Gopkg references in base.Dockerfile

I'm cutting before we add the registry pods and to fix the current openshift 4 release (which is missing the operatorgroup CRD)

As a reminder, the release process is:

• bump OLM_VERSION
• tag in github and gitlab
• wait for images to build
• new PR with correct image references to cut the release.

We definitely need to revise this process, but for now let's just cut.
