Change default visibility of new module to inherit from page #2501

When adding a module, the default is to always be hidden:

This causes a LOT of problems with editors.
It's basically a built-in bug that people work on the page, believe they are done and a week later discover that the stuff they added was only visible to them.

I believe it's important to change the default to inherit from page.
