I am adding this as a draft PR so I don't forget about it. Likely this PR will be scrapped in favour of a solution more like #1093 as it is simpler and will work better with the AGS, but it is not as realistic.
This is one of two methods how an improvement to the LM RCS behavior could be accomplished, it is different than the one I chose for the CSM in #1093 . This on works by simulating the RCS delays in the PGNS timestep at a high rate to resolve RCS commands from the PGNS with the most precise timing.
