The Fedora 40 gpg keys that we ship in our RPMs were outdated, essentially making every build of Fedora 40 images impossible with on-prem osbuild-composer. Test repository keys were already correct. Updated all Fedora 40 keys to https://github.com/rpm-software-management/distribution-gpg-keys/blob/main/keys/fedora/RPM-GPG-KEY-fedora-40-primary
