The website directory was for PHP scripts only and is no longer needed.

This removes the remaining PHP code for the frontend as well as all tests that relate to PHP.
With PHP gone we no longer need the
websitedirectory in the project directory. The commandnominatim refresh --websiteis now a noop and will be removed some time in the future.
