🌱 fix(cron/internal/data): rename Cactus to Cacti #4111

A couple of years back we've renamed the Hyperledger Cactus project to
Hyperledger Cacti and I wanted to make sure that this is reflected in
the OpenSSF reports.

There is no other change code change.

Infrastructure change in the cron area.

The projects.csv contains the old repository link before the rename had happened from Hyperledger Cactus to Hyperledger Cacti
