chore(ui): upgrade UI node dependencies

This PR:

• upgrades tailwind-merge from v1 to v2. Contains breaking changes but no updated required on our side according to https://github.com/dcastil/tailwind-merge/blob/v2.0.0/docs/changelog/v1-to-v2-migration.md
• migrates tanstack-query from v4 to v5. Contains breaking changes, updates were made according to https://tanstack.com/query/latest/docs/react/guides/migrating-to-v5
• includes other minor packages upgrades
• updates UI dockerfile to node 20
• fixes a bug with tooltip which might get stuck (https://react-tooltip.com/docs/troubleshooting#the-tooltip-doesnt-close)
• fixes doc
