feat: allow the use of tini dependency for any stack

Summary

I would like to use the tini buildpack with custom stacks.

However, it cannot be used with the following error:

[builder] Paketo Buildpack for Tini 0.2.13
[builder] failed to satisfy "tini" dependency version constraint "*": no compatible versions on "com.example.stack" stack. Supported versions are: []

Because the tini dependency is limited to the use of io.buildpacks.stacks.jammy and io.buildpacks.stacks.bionic stacks.

So I propose to change the stacks field in the tini dependency to *.
