Install Python 3.9 in centos7 Docker image #11461

We soon plan to release Pants with Python 3.9 support (#11309). To do this, we must have 3.9 installed on our Docker image to build the wheels.

This PR also removes the stale Google RBE dockerfile in favor of the Toolchain version.

This is the same as the tc_remote_execution file, simply renamed. GitHub is showing it as a diff instead.
