This PR backports version bumps for polkadot and polkadot-parachain from the v1.1.0 release branch

Should polkadot-test-malus be bumped from 1.0.0? (Not sure how we handle that one.)

@mrcnski do you mean to 1.1.0? Good question. @ggwpez I saw you've changed it here from workspace version to the specific one, should it be bumped manually as well to 1.1.0?
