Make tox test more robust with setuptools (#23)

Somehow, adding tbump as a dependency made tox upset with setuptools.

I regenerated the poetry.lock, and added SETUPTOOLS_USE_DISTUTILS=stdlib to the testenv envvars
based on pypa/setuptools#2353
