Both of these are pretty useful signals to be able to handle from a background worker. - `SIGINT` allows doing something special when `pg_cancel_backend` is called on the pid of your background worker - `SIGCHLD` is useful when your background worker spawns other processes and wants to get notified when they crash/finish.

This is the final release of v0.10.0. Thanks everyone for the beta testing, pull requests, issues, and patience. As always, install `cargo-pgrx` with `cargo install cargo-pgrx --locked` and update your extension Cargo.toml files to use the `0.10.0` pgrx dependencies.
