According to what is reported in the discussion on https://www.instructables.com/id/Fully-featured-Outdoor-Security-Camera-Based-on-Ra/ the AP does not work.
Tests point out to hostapd not running which seems related to raspberrypi/documentation#1018.
systemctl unmask hostapd should solve the problem
