Allow to run project with `--project-dir` option without changing the current working directory #192

Currently PlatformIO allows to run project from "CURRENT WORKING DIRECTORY". Need to allow to specify own path to project directory without changing the current working directory.

Example:

platformio run --project-dir /path/to/project/dir
