TuxCare ELS support, update submodule

Not sure if we want to remove excessive packages after dist-upgrade. These are the following, except ca-certificates:

Proper generic solution seems to be rather involved and the set of packages may be larger as a result of ELS updates. So I think we should leave this to the user. Note that these packages are unused and their presence is not harmful.
