fix(python): ensure consistent handling of 1D numpy arrays with respect to other sequences #6569

Closes #6537.

Expect 1D numpy arrays to init consistently with their equivalent 1D list sequence; fixed, and added some test coverage.

(Also: moved test_dataclasses_and_namedtuple into test_constructors).
