Reverts #7333 . Currently CircleCI is hanging really bad on npm install and installing the gulp cli. Trying to figure out if it is a CircleCi issue or a specific pr. Thinking CircleCI is the issue but this lets me dig in because the gulp cli install took 20 minutes
