[Silabs] Do not call nvm3_repack() from the FreeRTOS idle hook (#25697)

* Do not call nvm3_repack() from the idle hook

* Include the Application Properties structure unconditionally

* Update README files with bootloader info

* Restyled by prettier-markdown
