[nrfconnect] Fixed bootloader external flash configuration (#25271)

Due to nRF Connect SDK core changes, the mcuboot configuration
is not correct, so it's not using external flash and Device
Firmware Upgrade fails.

Added board overlays to enable using external flash by the
mcuboot.
