The YAML for TCCM 1-1 expects attributes OnMode and StartupMode to be always present.
These are provisional, and explicitly disallowed by the target device type. The TP has them PICS guarded, the YAML doesn't reflect that.
This has been seen in SVE, with a manual workaround in place.
