Adds CLI commands to the sanction module that create and submit gov props.

The following make targets complete without problems: test, test-sim-nondeterminism, test-sim-import-export, test-sim-after-import, and test-sim-multi-seed-short.

I ran the test, test-sim-nondeterminism, test-sim-import-export, test-sim-after-import, and test-sim-multi-seed-short make targets again after merging in main-pio, and they still run without issue.
