Third level РУС/xn--p1acf domains

RLNIC is cooperated with Rusnames (рус/xn--p1acf Registry) in promotion native Russian domains. There are several hundreds of third level domains that are in such program. In order to provide full service for рус/xn--p1acf domains we also provide hosting. Cloudflare is one of the additional services that requires all third level domains in Your list.

This isn't correctly formatted in terms of the change. It's also a rather large number of domains, which is a concern because the PSL is distributed to billions of clients. Could you explain a bit more about the name design and hierarchy for some of the different entries, so we can see if there is perhaps a more efficient way to represent this change?

Sure. For a start - .РУС (.xn--p1acf) is first official community-based IDN TLD designated by ICANN for "Global Russian Speaking Community".

Actually third level domains .РУС (.xn--p1acf) are domains like %domain%.spb.ru or %domain%.msk.ru but more spreaded and oriented to whole Russia instead of two big cities Moscow and Saints-Petersburg.

Russian-language Internet Center project (http://xn--h1aps.xn--p1acf/#about) is address infrastructure of the Russian World on the Internet.

Some of "zones" are numeric (like thirdlevel.001.xn—p1acf to thirdlevel.095.xn—p1acf) because it is common in Russia to associate Cities and Regions with numbers on car license plates, like 77 for Moscow is thirdlevel.077.xn—p1acf.
And some "zones" are "universal", for example .xn--j1aef.xn--p1acf is .ком.рус (com.rus). Full list of such zones here -http://xn--h1aps.xn--p1acf/#zone-list (in Russian, sorry).

Other part is IDN (like thirdlevel.domain1.xn—p1acf to thirdlevel.domain100.xn—p1acf) for the same reason - geograpicaly there are Constituent entity of the Russian Federation, which are not associated with numbers. Full list of such zones here http://xn--h1aps.xn--p1acf/#geo (in Russian).

Third part is charity domain zones (like thirdlevel..xn--80atdl2c.xn--p1acf.xn—p1acf which is thirdlevel.%school%.xn—p1acf) to support socially significant and socially important projects. Full list is available at website http://xn--h1aps.xn--p1acf/#charity

Currently, on our as registrar support are more than 90,000 third level .РУС domains (thirdlevel.domain.xn—p1acf).

So it is very important to whole russian speaking community and we hope together we can figure out how to adress this change.

This request has conflict with the current public_suffix_list.dat and needs to be resubmitted, with fewer requested domains to be considered. Need to close this for now as won't fix.
