gpgcheck in repo create doesn't work, neither in publication/distribution

Describe the bug
gpgcheck is always 0.
i can set it to 1 while repo creation. But in publication/distribution it's disabled.

To Reproduce
create a new repo with gpgcheck 1 "repo_gpgcheck" 1.
while creating the publication both checks are "0"

Expected behavior
enabled gpgcheck in repo.config
