Created a class apache::mod::shib to install, configure, and manage Shibboleth. Once this module is installed and configured and the site is registered as a Shibboleth Service Provider (SP) it should just be a matter of setting authType shibboleth in a HTTPS virtual host definition.

Currently only works for Debian and Ubuntu.

This is a duplicate of #96 but from the correct branch.

Bundled up augeas changes in sso.pp and added ECP support

What do you want to do about this PR? It will definitely will need a rebase at least since the great refactor happened.

ya, I've got to rework it I think. It's coming up again soon at $work so I should get a chance to sort it out.

Ya, I'll close this until I've cleaned it up for resubmission. Needs rspec tests too.
