[VSCODE] Long activation times for PWA Studio

Describe the bug

PWA Studio takes a long time to activate compared to other Code extensions (I'm noting times of 16-25 seconds for cold activation and 3-7 seconds for warm activation).

VS Codes guidance for improving activation time mostly centers on bundling, but I'm sure there's other considerations as well.

VS Code seems to state that normal activation times fall in the 2-4 second range, but I haven't seen clarification on whether or not that refers to warm or cold activation. If it's warm, then it's possible PWA Studio isn't too far off standards. Further testing may help clarify.
