This adds the packaging scripts that were used for torchvision v0.3.

Follow-up tasks are:

  • Un-hardcode package name, version, build-number
  • build via CircleCI (or Azure Pipelines) instead of manual build
  • Add Windows scripts / instructions
  • Setup nightlies -- modify the same scripts to support nightlies and release. Update Readme to instruct how a release is to be cut
